Velddrif’s Restaurant Dog Policy: An Update from the Business Chamber
Over the past weeks, many residents and business owners have shared concerns about the enforcement of a long-standing food safety regulation in Velddrif — particularly as it relates to dogs being allowed inside or outside restaurant dining areas.
We want to acknowledge upfront: we have been relatively quiet publicly. That silence was not indifference. It was a deliberate decision to first engage responsibly, gather facts, and ensure that the next steps we take are practical, lawful, and in the best interests of our local economy and community.
What happened?
A long-standing regulation is now being actively enforced, and it affects restaurants and food-related businesses by prohibiting dogs in dining areas — both indoors and outdoors. This enforcement was escalated following a complaint, and businesses have been informed that inspections and notices will continue.
National food safety regulations generally aim to prevent contamination risks in spaces where food is handled, prepared, processed, or served. One key exception commonly recognised is for trained guide or service dogs assisting people with disabilities, which are permitted by law. Emotional support animals, however, are not typically treated the same as service dogs under these rules.
What the Business Chamber has done so far
Since this issue came to light, the Business Chamber has:
- Reached out for public comment and listened to a wide range of perspectives — including business owners, residents, and visitors.
- Engaged directly with the District Municipality, where we have had an excellent and constructive interaction.
- Discussed the matter in depth, including how enforcement is being applied and what the real operational impact is on restaurants and related businesses.
- Started developing a practical plan of action, to be taken forward and discussed at provincial level, with the aim of ensuring that local businesses are not unnecessarily hampered in their ability to trade.
Why this matters
Velddrif’s hospitality and tourism economy is built on experience — atmosphere, community, and welcoming spaces. Many people feel that dog-friendly culture forms part of what makes our town special. At the same time, we must acknowledge that food safety regulations exist for valid public health reasons, and businesses can face serious consequences if they are found non-compliant.
The goal is not to “fight rules” or inflame tensions. The goal is to find workable solutions that protect public health and protect livelihoods.
The way forward: a balanced, lawful solution
Our approach is guided by three priorities:
- Compliance and clarity – Businesses need certainty on what is allowed and what is not, so they can operate without fear of inconsistent enforcement.
- Fairness and practicality – Any enforcement must consider the real-world layout of restaurants, outdoor seating realities, and how other towns apply similar regulations.
- Economic sustainability – Local trade should not be disproportionately harmed where lawful, reasonable alternatives can be explored.
We are currently finalising our plan and the points to be raised, local and at provincial level.
This includes exploring what options may exist within the regulatory framework and how the rules can be implemented in a way that is consistent, fair, and sensitive to the nature of a small coastal town that relies heavily on hospitality.
A message to the community
We ask everyone to keep the conversation respectful. This topic affects people differently: some feel strongly about hygiene and safety; others feel strongly about community culture and pet-friendly spaces. There is space for both views — and our role is to help ensure that decisions are approached responsibly, without harming our town’s economic wellbeing.
