The Velddrif Business Chamber would like to inform all local businesses and the public that the leniency framework for pet-friendly food establishments has now been formalised and approved in line with the West Coast District Municipality (WCDM) policy under Regulation R638 of 2018.
This marks an important step toward maintaining Velddrif’s reputation as a welcoming, lifestyle-driven, and tourism-friendly destination, while still ensuring full compliance with health and safety legislation.
⚖️ Important: Pet-Friendly Status is NOT Automatic
All businesses that prepare, handle, or sell food are legally required to apply for exemption in order to allow pets on their premises — specifically in designated outdoor areas.
???? No business may allow pets without an approved exemption.
???? Required Documentation for Application
To apply, businesses must obtain and complete the following two key documents:
1. Application for Exemption (Annexure A)
This document captures:
• Business and applicant details
• Description of the premises
• Layout and designated pet-friendly area
• Contact and compliance information
2. WCDM Policy Document (Regulation R638 Exemption Policy)
This document outlines:
• Legal requirements for food premises
• Structural and operational compliance criteria
• Hygiene, sanitation, and safety standards
• Responsibilities of the owner/manager
• Conditions under which pets may be allowed
???? Submission Process
Once completed, the application must be submitted to:
Velddrif Environmental Health / Health & Safety Department
Your submission must include:
• Completed application form
• Floor plan clearly showing the pet-friendly area
• Hygiene and cleaning programme
• Supporting documents (ID, COA, insurance, etc.)
An inspection will then be conducted, and approval is granted based on the merit of each individual premises.
???? Compliance Requirements (Summary)
To qualify for approval, your business must demonstrate:
• A designated outdoor pet-friendly area only
• Clear separation from primary dining areas
• No pet movement through food preparation or service areas
• Strict hygiene and sanitation protocols
• Waste control and cleaning procedures
• Enforcement of pet behaviour rules
• Visible signage informing patrons of conditions
⚠️ Non-Compliance Penalties
Businesses that allow pets without an approved exemption will face enforcement action:
• First offence: Fine of approximately R1,000
• Second offence: Possible escalation, including:
o Review or suspension of food handling licence
o Further legal and regulatory action by the Health Department
